I. Introduction to the BASF Zhanjiang Integrated Base Project

The BASF Zhanjiang Integrated Base is located on Donghai Island, Zhanjiang City, Guangdong Province. The planned area of the project is approximately 90,000 square kilometers, and the total investment is expected to reach 10 billion euros. The Zhanjiang Integrated Base is BASF’s largest overseas investment project to date and is independently constructed and operated by BASF. Once completed, this base will become BASF’s third – largest integrated production base globally, second only to the Ludwigshafen base in Germany and the Antwerp base in Belgium. The first – batch of facilities at the base will produce engineering plastics and thermoplastic polyurethane (TPU), providing materials for sectors such as automobiles, electronics, and new – energy vehicles. The first – set of facilities at the Zhanjiang Integrated Base was officially put into production on September 6, 2022. The entire integrated base is expected to be completed by 2030.
The BASF Zhanjiang Integrated Base Project is the first wholly – foreign – owned project in China’s heavy – chemical industry. It was officially launched on November 23, 2019.
On September 6, 2022, the first – set of facilities at the BASF Zhanjiang Integrated Base was officially put into production. Since then, BASF has increased the production of modified engineering plastics for the Chinese market by 60,000 tons annually. Starting from 2023, the total production capacity of this product in the Asia – Pacific region has been increased to 420,000 tons to meet the growing demands of customers, especially in industries such as automobiles and electronics. The first – set of facilities uses 100% renewable – energy electricity. BASF aims to supply 100% renewable – energy electricity to the entire Zhanjiang Integrated Base by 2025.
The first – set of facilities at the BASF Zhanjiang Integrated Base started piling and construction in 2020. In July 2022, BASF SE made a final investment decision and announced the full – scale promotion of the construction of the Zhanjiang Integrated Base. This phase will focus on building the core of the integrated base, including a steam cracking unit and several downstream units, and is planned to start by the end of 2025, further supporting BASF’s continuous business growth in China. In the subsequent phases of the project, more downstream units will be expanded to achieve the production of diversified products, with operations planned to commence in 2028.
Officially announced in July 2018, the BASF Zhanjiang Integrated Base Project is the largest investment project of the group to date and is independently constructed and operated by BASF. By 2030, BASF will invest up to 10 billion euros in building this base. Another facility for producing thermoplastic polyurethane (TPU) will be put into operation in 2023.
On September 4, 2023, BASF China announced on its official website that the syngas unit of the BASF Zhanjiang Integrated Base had broken ground. This world – class syngas unit will be fully integrated into the integrated base and is scheduled to start production in 2025. The electricity required for the unit will be supplied by the base’s power grid, and by 2025, it will be powered 100% by renewable energy.
On the afternoon of February 29, 2024, the People’s Government of Guangdong Province and BASF Group held a high – level consultation meeting on the BASF (Guangdong) Integrated Base Project in Zhanjiang. Both parties also participated in the inauguration ceremony of the base’s integrated technology center.
